柏乡概况

柏乡县地处邢台与石家庄之间，属邢台市，总面积268平方公里，总人口19.6万人。柏乡位于京津冀协同发展、中原经济区交汇处，107国道穿境而过，京港澳高速在柏乡设有2个进、出口，青银高速、邢汾高速近在咫尺；京广铁路穿境而过，石武高铁倚境而过，30分钟车程内有三个高铁站；距石家庄机场1小时，400公里半径内辐射北京、天津、郑州、济南等各大机场；距天津港、黄骅港路程均在3小时以内。柏乡以省级经济开发区、南阳经济开发区、现代农业园和汉牡丹产业园“两区两园”为平台，对装备制造、装饰材料、食品加工和文化旅游“2+2”主导产业进行分类定位，其中，南阳经济开发区内道路“三纵三横”，交通十分便利；以“一心、两轴、五片区”的空间布局，大力发展新型高档装饰产业，打造特色鲜明、实力雄厚、冀中南地区一流的先进产业聚集区、自主创新示范区，形成国内最大的高档装饰材料基地。

二、投资估算及资金来源：项目总投资10亿元。其中利用省外资金10亿元。

三、市场分析：柏乡县有“中国牡丹文化之乡、中国牡丹文化研究基地、东汉历史文化研究基地”等国家级名片，由中国民协、省委宣传部、省文联共同创办中国汉牡丹文化节，已经举办了九届，每年五一前后吸引50万以上的来小镇观光。小镇区域内有崇光寺、汉牡丹园、圣丹油用牡丹基地及牡丹籽油加工厂、大汉牡丹博览园、汉牡丹牡丹世界等项目。将来打造为以牡丹花卉种植、牡丹深加工、牡丹观光旅游、牡丹文创产品开发销售和乡村休闲、田园观光为基础，着力打造特色产业、商贸物流、文化旅游、金融服务等功能为一体的省内唯一、全国知名的牡丹小镇。
四、经济效益分析：经过预算，建成后年均收入约14亿元，年均利润总额为5亿元，项目投资利润率为10％，税后财务内部收益率为8.6％。
五、建设条件：项目地位于柏乡县龙华乡南部，距离柏乡县城仅6公里，包含十里铺村、北郝村等，其中核心区3平方公里，建设用地面积约1平方公里。目前已有一定的基础和规模，汉牡丹园，占地520亩，有九大色系上千牡丹品种；大汉牡丹博览园，占地206亩，结合现代园林特色开展牡丹种植，已完成了一期工程；圣丹牡丹产业园，种植油用牡丹3000亩，结合观赏牡丹、观赏苗木间作，逐步形成了三产融合发展的格局；崇光寺，始建于北魏时期，曾是北方规模较大的皇赐佛教场所，寺内千年古石佛，高3.25米，重约8吨，雕琢精美，形体硕大，极富艺术魅力，堪称国宝。

三、项目现状：柏乡县耀达科技产业园项目已在县审批局备案，按照审批流程推进要求抓紧进行。

1、佐仞工具技术、奥声电子科技两个公司的办公服务用房、生产厂房的初步设计和项目概算书已编制完成，并将此建设内容设定为项目一期工程，2022年3月16日在县公共资源交易平台进行网上公示，以设计+施工EPC工程总承包方式招标，工程施工招标限价设定为2100.5558万元，并定于4月6日上午9时公开竞标（按流程提前3天完成）。

2、穿山甲机器人、易沃克机器人两个公司的初步设计和项目概算书正在编制中，拟定2022年4月8日上网招标。

3、佐仞工具技术、奥声电子科技两个公司的办公服务用房和生产厂房突击建设50天，并于5月中旬主体完工。奥声公司现正在进行办公区域基础制作，厂房地基整体开挖，同步进行土方倒运；同时佐仞公司办公服务用房土方开挖、测量。待奥声公司办公用房出正负零后，佐仞公司办公服务用房和生产厂房同时浇筑基础。两个公司建设基础都已出正负零后，开始做主体建设，厂房基础验收时定制钢结构框架。

四、建设条件：建设标准厂房，引进智能智造、电子产品等。入园项目生产工艺及生产设备，根据产业园总体规划要求及企业实际生产需要，结合实际，按照入园项目企业要求进行规划建设。
